Lex (she/her) is a social impact strategist with 9+ years of experience in designing, delivering, and measuring national and regional social impact products, services, and initiatives through operational and strategic functions. A public health practitioner and mixed-methods user researcher, Lex is passionate about advancing economic mobility and community health outcomes through blended financing, co-design, and place-based policy and systems change alongside industry, government, and philanthropic partners.  

Lex Carlsson participated in the TPM Academy in 2022 as a member of the TPM Co/Lab pilot. She is a Director at Capitol Impact based in Sacramento, CA. She works with public sector and philanthropic clients to develop, manage, and evaluate products and partnerships in the workforce development and public health spaces. Lex specializes in program and grant operations, technical project management, qualitative and user experience (UX) research, service design, civic technology strategy, and capacity building to inform and meet the needs of emergent social impact issues. 

In deep collaboration with stakeholders, Lex facilitates co-design initiatives (strategic planning processes, impact analysis, design workshops, UX audits, community-based participatory research) and implements complex, multi-year programs and products (communities of practice, civic tech platforms, state and federal grants, technical assistance cohorts). An advocate for datainformed decision-making, she applies social determinants of health (SDoH) and return on impact (ROI) frameworks to guide equity-centered strategy development and recommended investment priorities. 

Increasingly, Lex manages initiatives to incubate and launch employer-led and sector-based collaboratives across agriculture, STEM, and healthcare industries through a process called Talent Pipeline Management (TPM) to identify employer pain points and back-map equitable and targeted talent solutions. A strategic operator, Lex thrives when advising social sector leaders on embedding a product strategy lens into initiative design and delivery, as well as creative fund development. 

Leveraging her background as a consultant for major funders (ex: Gates, CDC, New Venture Fund), Lex applies improvement sciences and impact measurement methodologies to define success, craft proof points, and implement scalable solutions. With a proven record of engaging C-suite leaders, championing operational excellence, developing go-to-market playbooks and new revenue, coaching teams on ethical AI application, and building service lines, Lex is dedicated to creating inclusive and effective environments that prioritize care, growth, curiosity, and joy.
